Norwich University and Federal Publications Seminars are proud to announce an educational partnership that will be of interest to government contracting professionals. Government procurement professionals wishing to earn a master's or bachelor's degree will now be able to get a significant jumpstart through the completion of Federal Publications Seminars (FPS) classroom courses.

Students who successfully complete either the FPS Federal Government Acquisition and Contract Management Certificate program or the FPS Government Contract Accounting Certificate program will receive credit toward designated Norwich University online graduate or undergraduate degree programs.

WILLIAM CLEMENTS, DEAN, COLLEGE OF GRADUATE AND CONTINUING STUDIES
NORWICH UNIVERSITY


William “Bill” Clements, PhD, wears several hats at Norwich University. In addition to serving as Dean of the College of Graduate and Continuing Studies (CGCS), he is the College’s Vice President of Academic Affairs and a professor in the undergraduate criminal justice program. Prior to becoming Dean in 2005, he was the founding director of the Master of Justice Administration program and the executive director of the Vermont Center for Justice Research, an institutional research partner of Norwich University

Dean Clements began his Norwich career in 1987 as a criminal justice professor and was among the first Norwich professors to integrate online instruction and web-based resources into his teaching. In 1999, he piloted a mobile computing initiative with undergraduate criminal justice majors and was subsequently involved in developing the online graduate program model, which today serves several thousand students across 12 master’s degree programs, six bachelor’s degree completion program, and a variety of certificate and enrichment programs.

Dean Clements is the former president of both the Northeast Academy of Criminal Justice Sciences and the Justice Research and Statistics Association. He currently serves as co-editor of Justice Research and Policy and most recently completed a term as an appointed delegate to the JRSA executive committee. He received his BS from Clarkson University and his MA and PhD in sociology from the University of Delaware.

PROFESSOR FREDRICK R. SNOW
NORWICH UNIVERSITY

In industry Fredrick R. Snow has served as Controller, CFO, President, and CEO of numerous firms in manufacturing, commercial real estate, agriculture, and education services. In academia, Fred is a three-time college president, college trustee, and former professor, Dean, and VP at Norwich University. Fred is the developer of College 3.0, a concept responsible for the turnaround of numerous US small colleges and universities. After a brief retirement, Fred was asked to return to Norwich to support Dr. Bill Clements, Dean of the College of Graduate and Continuing Studies, in his extensive renovation and expansion of the college.
