In June 2016, the DOD proposed a rule to implement the FY 2012 NDAA’s Section 815 on data rights and software for segregation and reintegration, which was issued after years of input from interested parties. In November 2016, a conference report on the FY2017 NDAA modified portions of Section 815 and codified the DOD’s Open Systems Architecture (MOSA).   Going into the new fiscal year, these two developments have created a lot of challenges for the industry, as well as much conversation on what it all means.
