Indirect Costs - Session 6 - Procurement University 2025
Procurement University - 2025
Indirect Costs refer to the cost associated with running the business and supporting direct projects, but cannot themselves be defined as direct costs (e.g. finance, legal, facilities, IT, fringe benefits). The Federal Government allows for reimbursement of these costs and contractors have flexibility in how their indirect costs are structured and applied to direct contract costs. Throughout the contract life cycle and fiscal year, there are several types of indirect rate calculations used. In this program, you will learn about indirect rate structures, the Forward Pricing Rate Proposal (FPRP), DCAA's FPRP Checklist, billing rates and the final indirect cost rate proposal process. Learning Objectives: By the end of the webinar you should be able to: Differentiate between direct and indirect costs using real examples; Define two-tier and three-tier rate structures; Identify three types of G&A allocation bases; Understand the Forward Pricing Rate Agreement process; and Determine when an Incurred Cost Proposal (ICS) is appropriate and how it is utilized.

The Art of the Possible - Modernizing Your Flowdown Process
This course introduces the essential principles of managing subcontract flowdown clauses in the context of federal contracting. Participants will learn how to identify applicable clauses, distinguish between mandatory and non-mandatory requirements, and support sound subcontracting decisions. Through practical examples, regulatory guidance, and proven techniques, the course provides the knowledge and skills necessary to meet prime contract obligations while ensuring compliance and mitigating risk. The course also explores how automation is transforming the flowdown process. By leveraging automated clause identification and government reference tools, procurement professionals can significantly streamline their analysis. However, it's crucial to understand the capabilities and constraints of these tools. While platforms like the DAU and acquisition.gov matrices offer a valuable starting point, their functionality is limited; they are prescriptive guides that often do not account for subcontract-specific context, and cannot replace tailored analysis and critical judgment. Whether you are new to the government subcontracting world or seeking to refine your compliance techniques, this course delivers actionable insights to strengthen your subcontracting practices and prepare for audits, reviews, and negotiations. Key Takeaways Understand the difference between mandatory and non-mandatory flowdowns and when each applies. Learn methods for establishing and documenting a defensible flowdown analysis. Explore how automated platforms can streamline clause identification from prime contracts, reducing manual effort. Recognize the utility and the limitations of the DAU and acquisition.gov matrices as foundational reference guides. Identify common pitfalls in the flowdown process and how to avoid them. Gain confidence in preparing audit-ready files that withstand CPSR and customer review.
