Arguably an OTA allows the USG to contract faster without all the baggage of a traditional FAR based contract. In theory an OTA is a blank piece of paper that the USG and a contractor may negotiate the terms of the resulting Agreement (note the use of the term "Agreement" vs "Contract." The term "Contract" is defined in the FAR as a procurement contract.) But as anyone who negotiates contracts knows, there are always sticky clauses.
