Lori Allen, CPA, is a director in CohnReznick’s Government Contracting Practice. She has more than 20 years of audit and industry experience. She is a former DCAA Supervisory Auditor who worked with DOD, DOE and FEMA to advise on cost allowability, allocability, reasonableness, and compliance. She is an expert in Generally Accepted Government Auditing Standards (GAGAS), Federal Acquisition Regulation (FAR), and Cost Accounting Standards (CAS). Lori is currently the audit manager for a variety of pre-award and post-award contract audits being conducted on behalf of several government agencies. In her current role, she also provides a wide-range of regulatory, business system and process improvement consultative advice to government contractors.

Theresa Gonzalez, MBA, MSM has over 12 years of experience in the government contracting industry and has supported various organizations ranging in revenue size from $15M to $13B. Her experience covers many areas including incurred cost submissions, indirect rates, budgeting, forecasting, estimating, and contract administration. One of her areas of expertise - cost estimating for strategic proposals - has been integral in helping Business Development teams determine the price to bid. She has advised on the allowability of indirect and direct costs and the allocability of indirect costs to final cost objectives in conformance with Federal Acquisition Regulations.
Throughout her career, Theresa has been a strategic consultant to C-Level executives providing the data and analysis to aid in both strategic and tactical decisions, regarding the overall financial health of the organization. She has also educated and trained Program Managers on how to understand the health of their respective programs, their gross margin and net profit, and the direct impact on the company’s financial statements. She accomplished this by developing price proposals, budgets, forecasts, and project financials for all levels of the organization. Her background and experience in Government contracting have allowed her the opportunity to evaluate impacts to changes in indirect rates.
