Despite the fact that auditors focus on the review of procurement files when performing audits of the subcontracting process, it is a simply fact that most of the compliance mistakes happen before procurement professionals are even involved in the process.  Since most of the compliance-related decisions are made early in the process by non-procurement professionals such as Business Developers, Engineers, Senior Management, etc., it’s imperative that they understand the compliance impacts of those decisions.
