One of the most important, and therefore one of the most regulated areas of compliance is the design, implementation, and maintenance of an indirect rate structure. It is also important to design an indirect rate structure that results in a competitive advantage when submitting proposals. The indirect rate structure should ensure that all indirect costs are allocated in a manner that is consistent with their benefit, without being too complex and/or administratively burdensome.

    Bill has four decades of experience in the government contracting industry. Prior to joining the firm, Bill was an auditor for the Defense Contract Audit Agency and also held executive-level positions with ono of the largest service providers to the U.S. Department of Defense. Bill’s extensive background is in the application and interpretation of rules, regulations, and standards applicable to government contractors including the Federal Acquisition Regulation, individual agency supplements, and the Cost Accounting Standards. Bill’s work includes helping clients understand the requirements associated with development and implementing pricing strategies, indirect cost allocation solutions, developing accounting, estimating, procurement, project management, and integrated system requirements for clients in various industries including aerospace and defense, contingency contracting, logistics, oil and gas, energy, manufacturing, healthcare, construction, and professional services.

    He is a member of the American Institute of CPAs, Virginia Society of Certified Public Accountants, National Contract Management Association, Professional Services Council, and National Defense Industrial Association Procurement Committee. He is an associate member of The American Bar Association Section of Public Contract Law.
