This is session 3 of 3 in the FAR Workshop & Overhaul: Current Rules and Emerging Changes Virtual Course.

This intensive three-day workshop provides contracting professionals with the knowledge and skills to effectively understand and apply the Federal Acquisition Regulation (FAR) in daily acquisition activities. Participants will not only master the current FAR framework but also gain critical insights into the FAR Overhaul process and the potential impact of upcoming changes on acquisition strategies and contract management.

The FAR governs over $700 billion annually on supplies, services, and construction acquired by federal agencies. As a comprehensive, complex, and constantly evolving regulation, the FAR demands a working knowledge that is detailed, practical and current. This workshop addresses these challenges by combining structured instruction with hands-on exercises to demonstrate how to interpret, apply, and navigate the FAR in real-world contracting scenarios.

Students will learn to distinguish between FAR provisions that are mandatory and those that provide flexibility and discretion, enabling them to structure contracts to meet both compliance requirements and mission needs. The course also examines recent court and board decisions that shape FAR interpretation, giving participants a legal and business edge in acquisition decision-making.

Since most professionals rely on electronic access to the FAR, the course includes a live demonstration of online research techniques to ensure students can efficiently search, track, and stay current with regulatory updates.

Learning Objectives
  • Upon completing this course, participants will be able to:
  • Apply FAR clauses effectively in acquisition planning and contract execution.
  • Correctly use applicable acquisition forms.
  • Cite and navigate relevant sections of the FAR with confidence.
  • Understand the FAR regulatory system, its structure, and the role of the Contracting Officer.
  • Define and apply key terms and definitions in contracting.
  • Identify and resolve conflicts of interest.
  • Explain how contracts are advertised, competed, and awarded.
  • Differentiate between major contract vehicles and their applications.
  • Stay current with evolving FAR regulations, including proposed changes under the FAR Overhaul initiative.


This live virtual course is eligible for both CLE and CPE credit.
NOTE: CPE/CLE credit for attendees are subject to participation and approval by the governing boards.

He has provided consulting services and legal advice in support of highly classified major system acquisitions and has been a member of many source selection boards, advisory councils and “red teams.” He served as a Professor of Contract and Fiscal Law at the Army Judge Advocate General's School in Charlottesville, Virginia. While in the Air Force, he was selected as “The Outstanding Career Judge Advocate of the Air Force.”

    Mr. Tomanelli received his B.A. and J.D. at Hofstra University, and his Master of Laws in Federal Procurement Law at George Washington University. While earning his Master of Laws degree, Mr. Tomanelli worked as an Intern at the Armed Services Board of Contract Appeals.

    Since 1995, Mr. Tomanelli has consistently been one of the highest rated acquisition trainers in the country according to student evaluations. He has authored over forty course books and written numerous articles on federal procurement and fiscal law topics. Mr. Tomanelli authored a comprehensive textbook titled, A Practical Guide to Federal Appropriations Law (MCI); is currently the Lead Editor of the FAR and the Annotated FAR for Thomson-West Publishing Company; and has received “Small Business Achievement Awards” for two consecutive years from the Department of Homeland Security. Mr. Tomanelli is an attorney in good standing of the Virginia Bar; and serves on the Advisory Board of the Government Contractor (West Publishing). He has been retained as an expert witness in numerous federal, state and international court cases on federal procurement law matters. Mr. Tomanelli has a current TS/SCI security clearance.
