Have you completed FedPubs’ CPSR and Government Contracts Purchasing and Subcontracting courses? Has some time passed since your last experience with the DCMA CPSR Group? Are you aware of the Defense Contract Management Agency’s (DCMA) modern-day interpretations of and nuances applicable to Contractor Purchasing System Review (CPSR) requirements and compliance with the same? Do you have a CPSR scheduled or anticipated to be scheduled in the next two years.

Who should attend:
This in-depth course is recommended for those individuals who are responsible for purchasing/ subcontracting in support U.S. Government contracts, implementing and maintaining adequate purchasing systems, leading their employers through CPSRs, and conducting oversight of purchasing systems. 

A little about the case studies they will do:  At the conclusion of the presentation materials, the attendees will apply the lessons learned they have learned during the course to several case studies followed by discussions of those case studies. These case studies will be focused on highly subjective evaluative documentation artifacts related to source selection, price reasonableness and commercial item procurements.

Learning Objectives:  At the completion of this course, you will be able to:
  • Demonstrate the current scope of the DCMA CPSR and the most common deficiencies across industry
  • Explore the more complex, high-risk and challenging compliance areas the contractor community encounters in DCMA CPSRs
  • Gather compliance strategies, tactics and tools needed in navigating a DCMA CPSR with special emphasis in public laws and evaluative documentation requirements
  • Better prepare for the next DCMA CPSR

  • Stephen "Chase" Kunk
    Managing Partner, Capital Edge Consulting
    Stephen “Chase” Kunk is a Managing Partner at Capital Edge Consulting. Chase specializes in U.S. Government contract and subcontract negotiations, administration, management and purchasing system compliance. His expertise stems from his legal education, former certification as a National Football League contract advisor to professional athletes, and in-depth experience as a contracts and procurement administration manager for an international contractor serving Department of Defense (DoD), Intelligence Community (IC) and civilian agency customers. Chase’s support to Capital Edge Consulting clients is predominantly in the areas of contract and subcontract administration, purchasing system compliance and Contractor Purchasing System Review (CPSR) readiness and risk mitigation. He also leads all contract and subcontract negotiation and administration for Capital Edge Consulting’s internal business operations.
    Stephen holds a B.A in Communications from Purdue University and a J.D. (cum laude) from Western Michigan University, Thomas M. Cooley Law School.

    Kimberly specializes in U.S. Government contract and subcontract management, purchasing, and estimating system compliance. With over 30 years of experience, she excels in optimizing processes across contracts and procurement, enhancing communication, efficiency, and
    compliance. Her expertise spans proposal development, domestic and international subcontract negotiations, supply chain risk management, and purchasing system compliance.

    Prior to Capital Edge, Kimberly was Senior Director of Contracts & Procurement Operations for a large aerospace firm, where she led contract compliance, price/cost analysis, and business process improvements. She successfully led Defense Contract Management Agency (DCMA) Contractor Purchasing System Reviews (CPSR) and supported audits conducted by the Defense Contract Audit Agency (DCAA). Kimberly also led corporate negotiations with federal customers and served as the primary interface with the U.S. Air Force’s Contracting Innovation Group.
    Kimberly earned her Bachelor of Business Administration in Economics and Master’s in International Business from the University of San Diego. She also completed the University of California Los Angeles Anderson Graduate School of Management’s Advanced Management Program.

Cobina’s expertise includes Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Contractor Purchasing System Review (CPSR) readiness, Department of Energy Acquisition Regulation Supplement (DEARS), Cost Accounting Standards (CAS), Incurred Cost Submissions (ICS), Davis-Bacon Act compliance, and Procurement Evaluation and Re-Engineering Team (PERT) reviews.
    Cobina earned her Bachelor of Science in Business Administration degree with a major in Marketing/Management from Robert Morris University.
