This is session 1 of 2 in Managing Government Contract Audits virtual course.

This newly designed course will take you through the full audit process when dealing with government auditors.  As with any audit, questions arise and the amount of documentation and requests can be enormously burdensome. However, this class will take you through some tips and tricks so as you can be more effective in answering questions and developing responses to ensure a smooth audit process.  

You will learn to:
  • Establish communications framework for internal and external stakeholders – this includes a pre-step to have fluent communication with cognizant auditor and customer to establish a calendar for audits needed during the year
  • Internal planning
  • Pre-audit steps to set up for success
  • Understand auditor intent
    • Developing auditor on-boarding materials – including presentations for auditors to understand structure/context to ensure requests are applicable while helping to reduce follow up questions w/ auditors.
    • Establishing control points and key considerations for providing documentation
  • How (and when) to “push back” effectively (stories of when it went well and when it went poorly)
  • Establish corrective actions
  • Maintain working relationship and getting to resolution

  • Giacomo Apadula

    Giacomo is the National Leader of RSM’s Government Contract Consulting team which serves clients who operate in the Federal contracting and grantee market spaces on matters related to cost accounting, regulatory compliance, subcontract management, USG contract due diligence, ERP implementation design, and litigation/audit support. His clients span across multiple business sectors, including aerospace and defense, manufacturing, construction, architecture & engineering, IT services, bio-tech, CROs, nonprofits, ANCs, FFRDCs, National Labs, and INGOs.

    Specifically, Giacomo specializes in all aspects of the government contracting lifecycle and assists clients to establish cost accounting practices and indirect cost rate strategies as a means to meet the Organization’s strategic goals (e.g., maximize cost recovery, minimize administrative burden, reduce risk). Additionally, he consults clients on best practices for mitigating compliance risks; as well as, aiding in the design and implementation of internal controls - including those required to obtain government approved business systems (e.g., Accounting/billing, estimating, purchasing). Giacomo routinely works with executive teams to successfully integrate acquisitions or design Federal segments to recognize operational and cost efficiencies in a manner compliant with Federal regulations.

    Giacomo supports companies in the strategic resolution of contract audit issues stemming from Defense Contract Audit Agency (DCAA)/Defense Contract Management Agency (DCMA)/Office of Inspector General (OIG) audits - including addressing complex Federal Acquisition Regulations (FAR), Cost Accounting Standard (CAS), Uniform Guidance (2 CFR 200) compliance matters and other Federal contract administration matters.

    Giacomo leads pricing teams to prepare responses to Government request for proposals - including strategic pricing considerations, drafting complete cost volumes, preparing CAS Board Disclosure Statements (CASB DS-1) for submission and successful negotiation.

  • Cyndi Dunn
    Senior Director at RSM US LLP
    Cyndi currently serves her clients in the federal contracting and grantee spaces providing consulting on a vast range of issues including accounting systems design and compliance, contract management, Contractor Purchasing System Review (CPSR), FAR, CAS compliance, Service Contract Act (SCA) compliance and DCAA audit issues.

    She has 30 years of experience in the government contracting industry, which includes executive management, internal audit and public accounting/consulting. Her clients span across multiple business sectors, including aerospace and defense, manufacturing, bio-tech, large Pharma, professional services, Federally Funded Research and Development Centers (FFRDC) and International NGOs).

    Prior to joining, RSM, Cyndi was a Division Vice President/Controller for large Government contractors where she was responsible for managing the accounting (G/L, A/R, A/P, payroll and financial reporting), contracts, purchasing, human resources and compliance functions (DCAA and Sarbanes-Oxley). Cyndi also spent four years as the manager of Internal Audit for a large government contractor and six years as an auditor in public accounting.
