The international marketplace offers substantial opportunities for U.S. firms in the business of selling military products and services. These international contracting opportunities can take the form of Foreign Military Sales as well as direct sales of military products and services.

Each type of sale presents unique problems in marketing, contract negotiation, approval, and performance. Contractors who wish to engage in international contracting opportunities successfully and profitably must be able to anticipate and settle the problems that can arise. To do this means being able to navigate a complex web of statutes, regulations, and policies governing FMS, FMF, and U.S. export controls. This specially developed program is such an opportunity -- offering guidance on the rules and skills you need to be successful in this area.

About Our Experts
  • David Freeman
    Retired
    Mr. David (Dave) Freeman is recently retired, closing out a what proved to be a three-track professional career. He served 23 years as an Army officer, initially starting out as a Signal Corps officer supporting the operational testing of new weapons platforms. Following his acceptance of an Army scholarship in the Funded Legal Education Program and the completion of his legal studies, Mr. Freeman completed his military career as a Lieutenant Colonel in the U.S. Army Judge Advocate General's Corps, working assignments both in the field and in buying commands, primarily as a Contract and Fiscal Law Attorney. He also served in a legal branch chief in the 1st Infantry Division during Desert Shield/Desert Storm, and later as a Deputy General Counsel in a DoD agency in Crystal City, Virginia. From the military, Mr. Freeman spent a number of years as an in-house counsel for several defense industry companies, lastly as the Deputy General Counsel for General Dynamics Land Systems. Finally, Mr. Freeman worked several years as a Department of the Army civilian supporting the National Training Center and Fort Irwin, California, where he had once served as a Major.
