This one-day concentrated course on the Defense Federal Acquisition Regulation Supplement (DFARS) will enable attendees to better understand the structure and content of the DFARS and how it relates to the Federal Acquisition Regulation (FAR).  The course is intended for personnel with some familiarity with the FAR who want to learn about the acquisition regulations and policies that are specifically applicable to Department of Defense acquisitions.

The course will cover the most important Parts and Subparts of the DFARS, as well as the corresponding sections of the Policy, Guidance and Instructions (PGI), and will distinguish between those sections that are mandatory and those that allow the parties some flexibility.  Because the course is structured as a workshop, we will use many practical examples specifically designed to demonstrate how to work with the DFARS. Students will develop and refine the skills necessary to apply the DFARS to virtually any acquisition situation. 
We will also cover recent changes to the DFARS and proposed rule changes when relevant.   Students will receive a hardcopy of the DFARS and a course manual including the presentation slides.

This course will be taught by the foremost instructor in the field, Steven N Tomanelli. He is renowned for his ability to explain even the most complex topics in a way that is easy to understand. As the only acquisition instructor in the country who edits the FAR and the comprehensive Annotated FAR, he is uniquely qualified to present the most recent changes and relevant case law decisions. He has provided consulting services and legal advice in support of highly classified major system acquisitions and has been a member of many source selection boards, advisory councils and “red teams.” He served as a Professor of Contract and Fiscal Law at the Army Judge Advocate General's School in Charlottesville, Virginia. While in the Air Force, he was selected as “The Outstanding Career Judge Advocate of the Air Force.”

    Mr. Tomanelli received his B.A. and J.D. at Hofstra University, and his Master of Laws in Federal Procurement Law at George Washington University. While earning his Master of Laws degree, Mr. Tomanelli worked as an Intern at the Armed Services Board of Contract Appeals.

    Since 1995, Mr. Tomanelli has consistently been one of the highest rated acquisition trainers in the country according to student evaluations. He has authored over forty course books and written numerous articles on federal procurement and fiscal law topics. Mr. Tomanelli authored a comprehensive textbook titled, A Practical Guide to Federal Appropriations Law (MCI); is currently the Lead Editor of the FAR and the Annotated FAR for Thomson-West Publishing Company; and has received “Small Business Achievement Awards” for two consecutive years from the Department of Homeland Security. Mr. Tomanelli is an attorney in good standing of the Virginia Bar; and serves on the Advisory Board of the Government Contractor (West Publishing). He has been retained as an expert witness in numerous federal, state and international court cases on federal procurement law matters. Mr. Tomanelli has a current TS/SCI security clearance.
