With the new CMMC rule now in place, the Federal Government has implemented the Supplier Performance Risk System (SPRS). This system will score each contractor based on a cybersecurity assessment, and these scores—along with supplier performance information related to NIST 800-171 controls—will be available through SPRS.
The DOD Instruction 5000.79 identifies SPRS as “the authoritative source to retrieve supplier and product PI assessments for the DoD acquisition community to use in identifying, assessing, and monitoring unclassified performance.” According to DFARS Section 204.7603, contracting officers must consider both price and supplier risk, if available in SPRS, as part of their award decisions.
Understanding the evaluation process and what is expected from contractors is crucial for success. This course will cover the essential elements of completing a mock assessment, along with the potential risks associated with an insufficient score.

Jon Bierer serves as the Compliance Services Manager for C3 Integrated Solutions, bringing over 20 years of specialized experience in cybersecurity and compliance management. With certifications including CISM, CGRC, and Lead Certified CMMC Assessor (Lead CCA), Jon has developed a comprehensive understanding of security landscapes across multiple sectors.
His career spans critical roles with the U.S. Army, Defense Security Service (DSS), NASA, ABS Quality Evaluations, and various consulting positions for the Defense Industrial Base, providing a unique perspective on security challenges across government and commercial environments. Jon has held leadership and operational roles both domestically and internationally, consistently demonstrating expertise in information assurance, personnel security, and cybersecurity.
Jon holds a Bachelor of Arts in Criminal Justice from American Military University and an Associate of Applied Science in Intelligence Operations from Cochise College. He has been invited to speak at prominent industry events including PBExpo, BSides, NCMS, DSS, and U.S. Army conferences.
Tom Tollerton

Tom has more than 20 years of experience in the cybersecurity industry and leads the firm’s cybersecurity compliance services. He specializes in large enterprise cybersecurity assessment and consulting, and strategic compliance program management. Tom is leader of the firm’s CMMC advisory team and is the firm’s lead PCI Qualified Security Assessor (PCI QSA). His clients include Fortune 1000 organizations in the tech services, retail, insurance, federal and defense contractor industries.
Tom has been published in national publications and is a regular speaker on cybersecurity and privacy topics at various industry events.

Bill has four decades of experience in the government contracting industry. Prior to joining the firm, Bill was an auditor for the Defense Contract Audit Agency and also held executive-level positions with ono of the largest service providers to the U.S. Department of Defense. Bill’s extensive background is in the application and interpretation of rules, regulations, and standards applicable to government contractors including the Federal Acquisition Regulation, individual agency supplements, and the Cost Accounting Standards. Bill’s work includes helping clients understand the requirements associated with development and implementing pricing strategies, indirect cost allocation solutions, developing accounting, estimating, procurement, project management, and integrated system requirements for clients in various industries including aerospace and defense, contingency contracting, logistics, oil and gas, energy, manufacturing, healthcare, construction, and professional services.
He is a member of the American Institute of CPAs, Virginia Society of Certified Public Accountants, National Contract Management Association, Professional Services Council, and National Defense Industrial Association Procurement Committee. He is an associate member of The American Bar Association Section of Public Contract Law.
Bill is a graduate of The Pennsylvania Statement University, with a B.S. degree in accounting.
