A negotiated contract (or procurement) allows the government to select a contractor based on criteria other than solely a formal price competition. The FAR provides guidance for conducting these types of procurements and the contract types that can be used by both the federal government and its contractors (e.g. fixed price, incentive, or cost-reimbursement).
