The Top Virtual Health Technology Platforms for Federal Government and Military Use: 2026

The Top Virtual Health Technology Platforms for Federal Government and Military Use: 2026

A Procurement Guidance Resource from Federal Publications Seminars

From the Department of Veterans Affairs (VA) to the Department of Defense (DoD), federal agencies need a virtual health platform that can reliably deliver clinical-grade care in remote, austere, and high-acuity environments. They cannot afford to use a platform that fails in low- or no-connectivity situations, or that doesn't allow specialists to review critical medical evidence and treat patients, even from thousands of miles away.

With this in mind, our research team decided to evaluate over 60 virtual health technology platforms across five criteria that reflect what government and military healthcare requires and what those agencies value:

Evaluation Criteria

  • Documented Government & Military Experience (25%): Verified deployments with federal agencies, VA systems, DoD, and military medical units
  • Connected Clinical Hardware (22%): Proprietary FDA-cleared diagnostic devices fully integrated with the virtual health platform
  • Integrated Virtual Health Software (20%): Clinical depth, AI-assisted triage, specialist coordination, and unified patient data management
  • Enterprise Deployment Scale (18%): Capacity to deploy and sustain virtual health infrastructure across large, distributed environments
  • Security, Compliance & ATO Certification (15%): Military-grade encryption, Authority to Operate certifications, and classified environment performance

After conducting this study, we identified the seven top virtual health technology platforms for federal government and military use. Leading the pack was GlobalMed. GlobalMed is the only provider combining integrated virtual health software, connected clinical hardware, documented government and military experience, and enterprise deployment scale.

GlobalMed: Integrated Federal Virtual Health

GlobalMed provides integrated virtual care for federal agencies and military medicine. Its eNcounterr platform connects remote clinicians with clinical-grade diagnostic devices for examinations and specialist consultations. AI-powered triage, Canary Speech, iAmbientHealthT, and 55+ clinical modalities support patient routing, behavioral health screening, remote monitoring, and care delivery in environments where internet or cellular connectivity can be scarce, such as combat scenarios, disaster zones, or remote rural environments. GlobalMed has a history of working with the VA, the DoD, and the White House Medical Unit, and of supporting deployments in more than 60 countries.

GlobalMed's platform offers more infrastructure than a small clinic or general-purpose video tool needs. However, that breadth has allowed it to provide specialty care from tribal villages to front lines to patients' homes, and makes it an asset for federal and military clients serving challenging or high-acuity sites. By combining clinical hardware, specialist access, and a Defense Health Agency ATO for DoD networks, GlobalMed gives distributed care teams a practical way to extend medical expertise without moving every patient to a central facility.

Teladoc Health: Enterprise Virtual Care

Teladoc Health's SoloT platform connects virtual nurses, patient observers, specialists, and care teams across hospitals and health systems. The company offers dedicated telehealth carts and room systems along with AI-enabled monitoring and outpatient services. These capabilities work well for health systems that want to standardize virtual care across multiple facilities.

What limits Teladoc's ability to serve a federal audience is not its commercial scale but rather its lack of a documented federal operational-medicine profile comparable to platforms with DoD or VA deployments or a Defense Health Agency ATO. Additionally, Teladoc's Solo products support video consultations and virtual care workflows rather than including an integrated suite of clinical diagnostic hardware. This may make the platform a stronger fit for routine virtual consultations in established facilities than for austere, high-acuity, or examination-intensive military deployments.

Amwell: EHR-Integrated Virtual Care

Amwell combines an EHR-integrated virtual-care platform with CarepointT carts, peripherals, and tablet applications for remote specialist consultations and clinical examinations. Its federal work includes the Defense Health Agency's Military Health System Digital First program, where Amwell replaced MHS Video Connect and integrated with the Military Health System's EHR.

That record makes Amwell a strong fit for established federal hospitals and clinics that need virtual care to connect with existing EHRs, clinicians, and facility workflows. Its hardware and software support specialist access within structured care networks, while programs requiring highly portable, disconnected, or austere field care may need a platform designed more specifically for those environments.

Caregility: Connected Acute and ICU Care

Caregility connects bedside devices and software to support virtual nursing, patient observation, specialist consultations, Tele-ICU services, and remote care coordination. Its federal offering serves VA and military healthcare organizations, and its platform extends across more than 1,100 hospitals and 19,000 patient rooms. Caregility is a strong choice for federal hospital systems that need to expand clinical coverage across distributed inpatient facilities.

Caregility is less suited to forward operating bases because its platform is built around fixed bedside devices and hospital-based workflows rather than portable diagnostic kits. However, that same focus makes it a strong fit for VA hospitals and military medical centers, where virtual nursing, patient observation, specialist consultations, and Tele-ICU services need to scale across distributed inpatient units.

VSee Health: FedRAMP High Virtual Care

VSee Health offers a FedRAMP High virtual-care and EHR platform, along with telemedicine robots, carts, kits, kiosks, and FDA-cleared devices. Its federal work spans the VA, DoD, HHS, and NASA, including more than a decade supporting NASA's Space Station program. This combination makes VSee a strong option for federal agencies that need authorized cloud software, EHR connectivity, and multi-site telehealth.

VSee's platform centers on software, EHR functionality, and cloud security rather than the long-established, tightly integrated field-hardware ecosystem required for portable examinations and remote diagnostics. This may mean it is less of a fit for programs looking for one system for field-based clinical exams. However, its FedRAMP High authorization and broad range of device options make it suitable for secure federal telehealth networks serving multiple sites.

Philips Virtual Care: Tele-Critical Care and Remote Monitoring

Philips provides virtual critical-care and remote-monitoring services by combining its eICUr Program and eCareManager software with patient-monitoring devices, analytics, and remote clinical support. The eICU model allows intensivists and critical-care nurses to monitor patients in multiple ICUs from a remote hub, giving hospitals access to critical-care expertise when on-site staffing is limited. The VA selected Philips for a 10-year contract to expand this model, and Philips also works with the DoD to extend intensive-care support across the military health system.

Because Philips centers on continuous ICU monitoring rather than portable diagnostic examinations, its platform is less relevant to forward operating bases that need field examination kits. However, that niche aligns with VA and military hospital networks, where remote critical-care teams monitor patients, support on-site clinicians, and extend intensive-care expertise across distant facilities.

Webex by Cisco: Secure Government Collaboration

Webex by Cisco offers Webex for Government, which is FedRAMP authorized, and Webex for Healthcare, which supports HIPAA-compliant communications. The platform provides secure video, messaging, and collaboration tools that connect clinicians, patients, facilities, and government teams across multiple locations.

Webex is not a replacement for a clinical virtual-care platform because it lacks an integrated portfolio of diagnostic devices and an EHR-centered care environment. This limits its role in examination-level and high-acuity telehealth, but its government authorization and enterprise collaboration tools support secure specialist communication, care coordination, and interfacility collaboration.
