Federal Contract Training Costs and ROI for Small Businesses in 2026

Federal contract training from FPS costs between $895 and $3,195 per person per year in 2026, depending on the plan. The Professional plan ($895) covers unlimited live and on-demand webinars. What Each Plan Actually Gets You

Professional ($895 per year)

Professional is the awareness tier. It gives you unlimited live webinars (8 to 12 new sessions or series each month) plus on-demand access to a library of more than 500 recorded webinars, which works out to about $75 a month. Webinars are short, topic-specific sessions, so this plan suits an owner who mostly needs to track rule changes and answer "does this apply to me?" questions quickly. It does not include full-length courses.

Premium ($2,195 per year)

Premium is the working tier for most small contractors. You get everything in Professional plus all FPS Online content: more than 75 live virtual courses and events a year, a library of 150+ on-demand virtual classes you can take at your own pace, and access to FPS certificate programs and digital badging. Virtual courses are the multi-day, instructor-led programs that cover a subject end to end. Spread over a year, that is about $183 a month for a structured curriculum in pricing, cost accounting, contract administration and compliance. Because virtual courses run on a schedule, you can plan them around proposal deadlines and audit cycles.

OnePass ($3,195 per year)

OnePass is the all-access tier. It adds every FPS classroom course and premium in-person FPS event to everything in Premium, including the full live and on-demand online library. The $1,000 step up from Premium is worth it if you prefer in-person instruction or value the networking that comes with classroom sessions and events. Notice how low the bar is. A single False Claims Act penalty on a single invoice exceeds the price of every plan FPS sells. A single unallowable-cost finding that gets pulled out of your indirect rate can cost more than OnePass. Against those stakes, even the top-tier plan is a rounding error.

Large contractors have pricing departments, compliance officers and outside counsel. In a small business, those jobs usually belong to the owner and one or two trusted staff. That concentration is exactly why structured training returns more for small firms than for anyone else.

Knowledge has nowhere to hide. When the owner learns cost analysis, every proposal the company submits improves. In a large firm, the same course improves one analyst in one department.

The downside is proportionally larger. A $2 million questioned-cost finding is a bad quarter for a large prime. For a firm with $8 million in annual revenue, it is an existential event. A sequenced curriculum teaches you how the clauses connect: how your accounting system feeds your indirect rates, how those rates feed your proposal, and how the proposal gets audited. That is the understanding that keeps an owner out of trouble in the first place.

It is the cheapest expert you will hire. A subscription costs less than a few hours of specialized consulting, and it stays with the business as long as the person you trained does.
