The global defense IT spending market is projected to be roughly $96 to $104 billion in 2025 and 2026, with forecasts through the early 2030s ranging from about $137 billion to nearly $147 billion, depending on the analyst. That is an unusually wide spread for a market this size, and it reflects a real disagreement rather than rounding: research firms scope "defense IT spending" differently, some counting services only, others folding in hardware, and still others drawing the regional and definitional boundaries in ways that move the total by billions. Understanding that spread is the first step to reading any single headline number correctly.


A second, and often overlooked, source of variation is who is being counted. Defense IT spending is not a single line item; it is spread across military services, defense agencies, and intelligence organizations that sit under the department, and a large share of the relevant intelligence spend is deliberately classified. Before comparing any two reports, it is worth being precise about which customers and which agencies fall inside the boundary and which do not.


The report below compiles figures from market research published between 2024 and 2026, along with defense budget disclosures and industry analyses. Data was compiled in July 2026. Where estimates conflict, the ranges are presented openly rather than reconciled to a single figure, because the underlying methodologies are not directly comparable.

How Big Is the Defense IT Spending Market?

There is no single agreed-upon number. The most current estimates cluster around $96 to $104 billion for 2025, but the forecasts diverge sharply on both the destination and the growth rate. The takeaway is not that one firm is right and the others wrong. It is that the market is large, growing, and measured inconsistently. A reader comparing two reports without checking their definitions can easily conclude the market is accelerating or decelerating based purely on which methodology they happened to read.

What Counts as Defense IT Spending?

Part of the reason the numbers diverge is that "defense IT spending" is a broad category with soft edges. At its core, the term refers to government and military spending on information technology systems and solutions. This spans:

  • Cybersecurity
  • Communication systems
  • Data analytics
  • Command and control systems
  • Military-grade software
  • Network infrastructure

Where firms differ is in what they include at the margins: some count the full services and integration layer, others place greater weight on hardware procurement, and deployment models are increasingly split between on-premises and cloud.

Which Customers Are Being Counted

The market research community and the defense IT industry tend to think in terms of three broad customer segments rather than the individual service branches: the civilian side (the policy, administrative, and support functions of the department), the intelligence side (the signals, geospatial, and all-source intelligence organizations), and the warfighting side, the operational forces of the Army, Navy, Air Force, Space Force, and Marine Corps.


Following the September 2025 executive order that reintroduced the "Department of War" name, that third segment is increasingly described by industry as the Department of War customer. However, the statutory name of the organization remains the Department of Defense until Congress acts. The distinction that most affects the headline number is which intelligence organizations are counted, because their budgets are large, IT-intensive, and mostly classified.

Which Intelligence Agencies Are in Scope

This report scopes intelligence spending to the intelligence organizations that sit under the department itself, not the broader U.S. Intelligence Community. Four defense intelligence agencies are designated combat support agencies within the department: the National Security Agency (NSA), the National Geospatial-Intelligence Agency (NGA), the National Reconnaissance Office (NRO), and the Defense Intelligence Agency (DIA), together with the intelligence elements of the military services.


Intelligence elements that belong to other departments are excluded because they are not funded or governed through the department. These include the intelligence and analysis office of the Department of Homeland Security, and the intelligence arms of the Departments of Energy, State, Treasury, and Justice (including the FBI).

Classified Intelligence Budgets

A large portion of defense intelligence spending is IT, and much of it is not publicly itemized, which is a real limitation on any market sizing that leans on intelligence figures. The government discloses only two topline numbers each year: the National Intelligence Program (NIP) and the Military Intelligence Program (MIP). The historical practice of hiding these budgets entirely has eased but not ended. MIP toplines have been released annually only since 2010, and NIP toplines since 2007; before that they were classified


Even today, the disclosure stops at the topline. The department states plainly that no MIP figures or program details below the topline are released because they remain classified, and individual agency budgets, including the NSA's, are not published. So while the aggregate is now visible, the agency-level and program-level IT spend inside it is not, and any market estimate that claims agency-level intelligence IT precision should be read with that caveat in mind.

Spending by Segment

When the market is broken down by type, services consistently hold the majority of spending. Services dominate because defense IT is integration-heavy: systems must be procured, secured, connected, and maintained over long service lives, and much of that work is contracted out.


By application, cybersecurity accounts for the largest share. The prominence of cybersecurity reflects the sector's defining constraint: defense organizations require control over classified information and mission-critical infrastructure, which drives investment in protection and resilience relative to most other categories. This is also where the classified intelligence spend concentrates, which is one reason the cybersecurity share is easy to underestimate from public figures alone.

Regional Breakdown

North America is consistently identified as the largest regional market, though the exact figure is another point of disagreement. One set of estimates puts North America around 37% of global spending, followed by Europe at roughly 25%, Asia-Pacific around 20%, and the Middle East and Africa at around 10%. Other analysts put North America's share considerably higher, closer to 50%, with Asia-Pacific near 19%. The gap again traces back to methodology and to how each firm allocates revenue from multinational vendors.


The more consistent regional finding concerns growth rather than size. Asia-Pacific is widely cited as the fastest-growing region, propelled by defense modernization in China and India, while Europe's spending is rising in response to geopolitical tensions and renewed investment in defense infrastructure. North America is expected to retain its lead in absolute terms even as other regions grow faster in percentage terms.

Underlying all of these is a broader environment of escalating geopolitical tensions and a heightened focus on national security, which keeps defense budgets and the IT spending embedded within them on an upward path. The picture is not uniformly positive. Defense IT modernization tends to move at the pace of government contracting, which can lag well behind the underlying technology.

Although defense IT budgets continue to grow, modernization efforts face several obstacles. Many military organizations still depend on legacy systems that are costly and difficult to integrate. Large-scale digital transformation projects frequently encounter procurement delays, budget overruns, and implementation challenges.


At the same time, increasingly sophisticated cyber threats require continuous investment in network security rather than one-time upgrades. Workforce shortages in cybersecurity, AI, and cloud engineering further constrain modernization efforts, while interoperability requirements across military branches and allied nations add complexity to the effective deployment of new technologies.

Looking ahead, the market is projected to surpass $135 billion by 2030 under the more optimistic forecasts, representing roughly 3% of the broader IT services market and close to 1% of the global information technology industry overall. North America is projected to remain the largest region in 2030 at approximately $60 billion, with the United States alone accounting for around $54 billion.


The through-line across every forecast, whatever the specific figure, is that defense IT spending tracks the modernization cycle and the threat environment rather than any single breakthrough technology. Cybersecurity, cloud, AI, and autonomous systems are each cited as growth engines, but none of them defines the market on its own. Spending rises because militaries are digitizing broadly and continuously, and that trend shows no sign of reversing over the forecast horizon.
