Topics will include the FAR and its role in shaping contractors' ethics and compliance obligations; core components of an effective compliance program; the cost of compliance; and the risks and consequences of non-compliance. In this session, we will focus on the CAS administration requirements for reporting and documenting the cost impacts of changes to cost accounting practices. To do this, we will take a deeper look into the Disclosure Statement, including its components, applicability, and the process necessary when changes in accounting practice require a disclosure statement revision. The "data rights" clauses in the FAR and DFARS are some of the longest and least understood contract provisions. But if one steps back from the length of the data rights clauses and instead views them with some very simple, common-sense concepts in mind, the clauses become surprisingly easy to understand and to apply.
