Failure to properly present your technical approach to the contract or grant or not properly estimating the costs associated with the effort can result in not obtaining the contract or grant. Failure to demonstrate your ability to properly account for costs under the resulting award is a reason for denial of award as well.

Failure to comply with contract terms and conditions or the Federal Acquisition Regulations and Cost Accounting Standards can result in a termination for default of the contract, and violation of the False Claims Act and False Statements Act. This can result in a requirement to refund the government for costs previously paid along with interest, fines and penalties. Fraud or willful misconduct can also result in the suspension or debarment of the company from doing business with the government and potential civil proceedings including incarceration

Robert M Craig is a Managing Director for Capital Edge Consulting. Mr. Craig has almost 30 years of experience providing accounting and compliance solutions and services related to U.S. Federal government contracting.  He specializes in the Generally Accepted Accounting Principles, Federal Acquisition Regulations and the Cost Accounting Standards and has supported Government Contractors with numerous matters, including: Financial Accounting, Mergers & Acquisition due diligence, Litigation and claims, Cost accounting/allocation, Strategic rate restructuring, Contract Compliance, Process Improvement and strategic planning as well as Proposal pricing and development.

Mr. Craig earned his B.S., Accounting, and an M.B.A at La Salle University. He is a Certified Fraud Examiner (CFE).

Michael McGinnis, Partner, Government Practice Lead

Michael McGinnis has almost twenty years of international business development, strategic planning, marketing, program management and general management experience in the Pharmaceutical and Biotechnology industries. He has senior level experience in both the commercial and government sectors, and a strong track record of achieving organizational growth targets. Most recently, as Director of New Business for DynPort Vaccine Company (DVC – a reputable biodefense product development organization within the Fortune 200 company CSC), Mr. McGinnis was responsible for leading the company’s new business activities and functions in the US Government sector. He was actively engaged with client organizations including CBMS, DTRA, BARDA and NIAID and teaming partners, i.e. CROs, Pharma/Biotech, and CMOs. As part of this role, Mr. McGinnis was responsible for all aspects of new business, including providing strategic oversight of both technical and budgetary aspects of proposals in response to US Government medical countermeasure advanced development program solicitations. Prior to joining DVC, he worked at ICON Clinical Research, as Executive Director of Sales, and at MedTrials, Inc. as the Associate Director of Business Development & Marketing and held various leadership roles with global business development and marketing responsibilities for the CROs in the Biopharmaceutical, Pharma and Medical Device industries.

Mr. McGinnis earned a B.S. in Business Administration from Towson University, an M.B.A. from Loyola University Maryland, and an M.S. in Biotechnology from Johns Hopkins University
