The US Federal Government buys over $40 Billion worth of products and services every year through federal supply schedules from over 16,000 companies.  From services and commercial or specialized products, they are the largest consumer with a large appetite.  Top purchase categories in FY 2017 (by dollar sales) were:
  • IT Equipment, Software & Services
  • Pharmaceuticals
  • Medical Equipment
  • Law Enforcement & Security Services
  • Furniture
  • Scientific equipment

Though lucrative for business, there are some challenges when selling to the government including compliance and risk factors to be considered.  GSA Inspector General audit findings, False Claims Act settlements, and other enforcement efforts demonstrate the unique compliance challenges and risks that confront Schedule contractors.

Besides services, the Federal Government buys commercial item and commercial item off-the-shelf  (COTS) products.  Though seemingly a straight forward buy, one must be familiar with the regulations around determining a commercial item including pricing, costs and small business preferences and price determination.
