Jerald S. Howe, Jr. is a Leidos executive vice president and the company’s general counsel. Howe has responsibility for legal, contracts, corporate governance, environmental health and safety, and administrative oversight of the ethics and compliance and internal audit functions. He joined Leidos in July 2017 after serving as partner at Fried, Frank, Harris, Shriver & Jacobson LLP (Fried Frank) where he was a member of the firm’s government contracts, mergers and acquisitions (M&A), and aerospace and defense practices.

Howe is an accomplished leader with nearly 35 years of experience advising and representing clients in government contracts litigation, investigations, and bid protests as well as in M&A and private equity transactions. His experience includes the aerospace, defense, intelligence, and government services sectors.

Aaron Raddock is the National Co-Leader of BDO’s Government Contracts Practice. A government contracts lawyer in Los Angeles, Michael prepares Contract Disputes Act certified claims; resolves contract disputes before the ASBCA, the CBCA, California federal and state courts, and in arbitration; and handles termination disputes at the federal, state and local government levels. He defends lawsuits filed under the Civil False Claims Act. He crafts comprehensive government contracts compliance programs designed to reduce clients' future exposure and legal expenditures. Additionally, Michael is experienced in handling internal investigations into quality assurance and pricing issues.

Derek Shaw is a Director in the Government Contractor Advisory Services practice and brings to BDO more than 27 years of Finance experience with focus on Government Finance & Compliance in the Aerospace & Defense sectors. This includes a broad range of Government contracting & compliance matters, including Federal Acquisition Regulations, Cost Accounting Standards, TINA, Government Business Systems controls, and Restructuring. Derek has held senior management positions with large corporations, and also has extensive hands-on experience with small and mid-sized contractors, including SDB/8a firms.

Derek has extensive experience in mergers & acquisitions focusing on government contracting aspects, including restructuring proposal development. Derek has also been a frequent speaker at training conferences and has developed and delivered training programs covering various government contracting topics.

Alex Tomaszczuk, a Pillsbury Government Contracts & Disputes partner, is repeatedly recognized by Chambers USA as an authority on government contracts and disputes litigation.

Alex litigates high-dollar value government contract claims and bid protests, helps clients challenge adverse CPARS ratings and conducts internal investigations related to a wide range of compliance issues. He represents a diverse set of clients, including utilities, aerospace manufacturers, real estate developers and service contractors in actions before the GAO, the Court of Federal Claims and other federal forums. Alex has secured important victories in procurement and contractual disputes with the DOE, DOD, Justice Department, the GSA and other agencies.
