ASC 606 is all about revenue recognition, a process which is historically inconsistent across companies and industries. The guidelines are about the results of your end-to-end processes starting with contracts, through pricing, quotes, orders, and ending with revenue recognition. The full name of the rule is ASC 606: Revenue from Contracts with Customers. While the effective dates for the new guidance were staggered and delayed, they are now upon us. Many public entities have already implemented ASC 606, and nonpublic entities are required to implement ASC 606 in their first annual reporting period beginning after December 15, 2018. In its 2017 report to Congress, DCAA stated that it is "back on track to eliminate its (incurred cost) backlog by September 30, 2018". Iran Sanctions: High Noon Approaches
This webinar will focus on the re-imposition of the core U.S. nuclear-related sanctions against Iran following the expiration of the "wind-down" period on November 4. Such sanctions will include a broad range of restrictions directed at non-U.S. companies doing business with Iran, including restrictions targeted at the energy, shipping, shipbuilding, and financial sectors, as well as a nearly comprehensive prohibition of trade with Iran by non-U.S. subsidiaries of U.S. companies. Top Compliance Risks of Unqualified Labor in Contract Performance
The majority of service contracts will break-up by labor categories (LCATs) that include minimum educational requirements and/or experience qualifications for employees. This is certainly the case on GSA Schedule contracts, T4NG and many others. By not providing qualified personnel under these LCATs (regardless of contract type) the contractor may been seen as overbilling, which can carry with it significant liabilities. For example, unqualified labor being sold to the government can implicate the civil False Claims Act, which also triggers disclosure requirement under the Mandatory Disclosure Rule (FAR 52.203=13). Recent cases highlight the significance of enforcement on this issue and also highlight the lack of compliance among government contractors. Compounding the issue, is that this is an area that various Offices of the Inspector General have been focusing on in recent audits of GSA Schedule and other contracting vehicles.
