The significant differences in opinion about the "appropriate" allocation of indirect costs has resulted in numerous regulations included in the FAR and CAS. These regulations are impacted by contract type and include FAR Part 31, Contract cost and procedures; FAR 31.216-7, Allowable cost and payment; and Cost Accounting Standards. Building upon indirect cost basics, we introduce the regulatory framework for the indirect rate structure and the compliance requirements applicable to a company's contract portfolio. Expansion of U.S. Export Controls on Military End Uses & Users of Dual-Use Commodities and Technology
On June 29, 2020, the Bureau of Industry and Security (BIS) significantly expanded the Export Administration Regulations' (EAR) rules governing exports for military end uses and to military end users (MEUs) in China, Russia and Venezuela-changes that are intended to support the objectives of the United States' national security strategy. The new rule particularly impacts those in the aerospace, marine, telecommunications, electronics and materials processing industries, but thus far, BIS has issued only limited guidance on how to comply with the new rule.
