Pennsylvania Government — State, county, city and municipal agencies — offer extraordinary opportunities for the sale of equipment, material, supplies, construction work, and other goods and services. Faculty

Brian Bannon is a partner at Blank Rome LLP, where he focuses his practice on government contract law, including bid protests, claims litigation and government investigations. 

Mr. Bannon’s experience includes the review of contracts and providing advice and counsel to clients in the public as well as private sector, contract negotiation, the administration of grants and contracts and the conduct of internal investigations related to compliance. His clients include government contractors and subcontractors, grant and cooperative agreement recipients, government corporations and Government Owned Contractor Operated (GOCO) facilities contractors.

Prior to joining Blank Rome, Mr. Bannon served as a Procurement Analyst for the Department of Defense and a Contracting Officer and Deputy Chief of Contracts with the U.S. Arms Control and Disarmament Agency in Washington, DC.

Mr. Gocial has represented government contractors before the Government Accountability Office, federal district courts, the Court of Federal Claims, boards of contract appeals, the Small Business Administration Office of Hearing and Appeals, and the Federal Aviation Administration Office of Dispute Resolution for Acquisition.

Mr. Gocial earned his B.A. from Boston University and his J.D. from Temple University. Mr. Gocial is a member of the board of directors of the National Defense Industrial Association, Delaware Valley Chapter.
