This seminar provides both an overview of the requisite skills and knowledge in the field of project management, while emphasizing new developments. Program managers must know how to manage the virtual project in a computer-based and highly automated web-based environment. The proliferation of the outsourcing phenomenon requires the ability to manage large complex service contracts. Program managers must know how to develop these contracts to provide effective incentives and measurement systems. Participants will learn useful techniques on how to meet these challenges today and useful tools to ensure project success.

Government and industry are reinventing themselves as they focus on their core competencies and missions. Motivated by cost savings and trying to increase value to customers, the outsourcing phenomenon is exploding. Outsourcing has been further facilitated by computer and network technology. There is an increasing demand for Project and Program Managers who can successfully manage these complex service contracts and outsourcing projects. Both Government and industry must know how to plan, design, implement, and manage services and outsourcing to realize added value at lower costs.

This seminar will examine the issues and planning factors to consider, but more importantly provide tools and techniques to be used for outsourcing projects. The Course Director

Ben Scalise Senior Executive, Contracting, IVIS PSC. Consultant and Certified Acquisition Professional in Contracting, Manufacturing, and Program Management. Former Professor of Contract Management with the Defense Systems Management College in Fort Belvoir, Virginia. Has taught and consulted on every key facet of DoD and Government wide procurement, including instruction on Statements of Work; Acquisition Planning; Contract Methods and Types; RFP Preparation; Source Selection; Contract Award and Administration; Contractor Finance and Manufacturing Management. Has served on the Secretary of the Air Force’s Acquisition Contracting Staff at the Pentagon and worked on Major Systems Acquisition programs such as Joint STARS, AWACS, the B-1B Bomber, and F-16 and F-15 fighters. Air Force Institute of Technology (AFIT) Education with Industry graduate; Bachelor of Arts degree in Journalism from Louisiana State University; Masters degree in Business Administration and Public Administration from Webster University.
