Kristin Torcasi is as Director in the Government Contracts Practice of PricewaterhouseCoopers, LLP in Washington, D.C. She has experience in a wide range of government contract accounting areas, including business system compliance reviews from design to remediation plans; preparation of incurred cost proposals and forward pricing rates; application of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS); CASB Disclosure Statement preparation; cost impact analyses; cost allowability matters; policy and procedure preparation related to contractor internal controls; and litigation support analyses related to cost accounting structure compliance.

She has assisted contractors in responding to government audit findings related to cost allowability issues, CAS non-compliances and business system deficiencies.  She has supported various contractors with highly complex accounting structures prepare incurred cost proposals and forward pricing rate proposals. She has also prepared various cost impact analyses as a result of cost accounting practice changes and presented those analyses to the government.

Kristin has a B.S. in Accounting from Elon University and is a Certified Public Accountant in Virginia.

Suzanne Roske is a Partner in the Government Contracts Practice of PricewaterhouseCoopers, LLP in Washington, D.C. Ms. Roske specializes in assisting clients in the areas of business consulting / strategic initiatives, transaction services and regulatory compliance actions. This includes assisting companies by:

Providing expert advice surrounding the US government regulatory requirements including Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Truth in Negotiations Act (TINA), cost allowability, allocation methodologies, disclosure statement issues, pension and incentive compensation, claims, etc.

Evaluating the adequacy of a contractor’s business systems as compared to the DFARS Business System requirements, developing corrective action plans, assessing the effectiveness of remediation activities and responding to government notifications of system deficiencies.
