The New GSA Transactional Data Reporting (TDR) Rule: Impact on FSS Contractors

As part of the strategic implementation of the rule across all General Services Administration (GSA) contracts, the agency will introduce the transactional data reporting requirement with a pilot of select products and services in the Multiple Award Schedules (MAS) program. This pilot will be introduced in a phased approach beginning in August 2016.

Gunjan Talati is a Partner at Kilpatrick Townsend & Stockton LLP.  Gunjan, an experienced government contracts practitioner, regularly represents contractors in a variety of sectors including aerospace and defense, health care and IT. His practice is a mix of counseling, litigation and transactional work.

Gunjan’s litigation work includes representing contractors in suspension and debarment proceedings. As part of his practice, he has helped contractors of all sizes through contentious suspension and debarment proceedings before multiple agencies including the U.S. Air Force, General Services Administration, U.S. Army and U.S. Agency for International Development. He was recognized in 2014 by the National Law Journal’s Legal Times as a 40 under 40 D.C. Rising Star for his suspension and debarment successes. His litigation practice also focuses on bid protests before the Government Accountability Office and Court of Federal Claims.

Prior to Vets GSA Scott served as the Director of GSA Schedules for the URS Corporation (Ranked 248 on the Fortune 500) in which he was responsible for the management and administration of URS’s Federal Division’s GSA Schedules Program Office. Scott was responsible for the management of all of the Federal Services GSA Schedules which generated over $300M a year in revenue for the company.Scott served honorably in the United States Army as both enlisted soldier and a commissioned Officer and has served multiple combat tours throughout Southwest Asia to include Iraq and Afghanistan and is the recipient of the Bronze Star Medal. Scott was Medically Retired from the United States Army for Combat Related Injuries during his tour in Iraq in 2007.
