Despite the fact that auditors focus on the review of procurement files when performing audits of the subcontracting process, fact is most of the compliance mistakes happen before procurement professionals are even involved in the process. Since most of the compliance-related decisions are made early in the process by non-procurement professionals such as Business Developers, Engineers, Senior Management, etc., it’s imperative that they understand the compliance impacts of those decisions.

Therefore, the purpose of this webinar is to provide these functions with an overview of the laws, government policies, and regulations that apply to subcontracts. The course will begin with an overview of the oversight requirements contained within the CPSR process. Additionally, it will address how sourcing decisions made by non-procurement professionals can negatively impact the results of this review.

Topics will include:
  • The overview of the Subcontracting and Purchasing Process
  • Roles and Responsibilities of Non-Procurement Professional in Process
  • Key Processes Influenced by Non-Procurement Professionals:
    • Non-Disclosure Statements
    • Establishment of Teaming Agreements
    • Developing Statements of Work
    • Source Selection
    • Socio-Economic Considerations
    • Obtaining Pricing/Providing Target Pricing
    • Technical Evaluations
    • Conducting Market Research
    • Establishing Procurement Lead-time
    • Subcontractor Responsibility
    • Subcontractors Working at Risk
    • Usurpation of Procurement Authority
  • Government Oversight of Subcontracting:
  • Government’s Audit Right
  • Transactional Level Oversight (Advanced Notification and Consent to Subcontract)
