This is course addresses US Government contractor requirements related to letting subcontracts under government prime contracts and Contractor Purchasing System Review (CPSR) compliance. 

Participants will learn the flow of the acquisition process, the types of procurements and the types of contracts, how to prepare a solicitation, and identify sources, how and when to perform price or cost analysis, how and when to request and evaluate performance of a technical analysis, the clauses to include in government subcontracts, , US Government contract unique purchasing related activities and events, purchasing file documentation requirements, areas to address in purchasing policies and procedures, purchasing system contractual requirements, and government oversight. 

Who should attend?

This course is intended to lay the essential groundwork for CPSR compliance in your organization and provide participants with the knowledge needed to comply with US Government contractor contractual requirements regarding implementation and maintenance of an adequate purchasing system. It is recommended for those individuals who are responsible for US Government contractor purchasing or subcontracting, implementing and maintaining adequate purchasing systems and supporting US Government Contractor Purchasing System Reviews (CPSRs), and conducting oversight of purchasing systems. Whether you are the “greenest” subcontract administrator in your company or a seasoned procurement executive, and every level of procurement professional in between, you will realize the value you are seeking by exploring the CPSR foundational requirements with us.

This course covers the management of subcontracts from acquisition to closeout.  Students will walk away with a basic understanding of subcontracting including the following:

Anthony Kim
Anthony Kim, Managing Director
Capital Edge Consulting

Anthony Kim has more than 15 years of experience in various cost accounting and compliance issues related to government contracts. Specifically, he is knowledgeable in the areas of government contract procurement regulations, Cost Accounting Standards, Contractor’s Business System Requirements, and Auditing Standards. Professional Experience: Mr. Kim’s industry experience includes architecture and engineering, aerospace and defense, construction, manufacturing, information technology, not-for-profits and higher education. He has assisted clients with complex cost accounting matters, cost representations, business system implementations, purchasing system reviews, expert testimonials, proposal assistance, audit support, and other regulatory compliance matters.

Prior to joining Capital Edge, Mr. Kim was a director at BDO USA, Baker Tilly Virchow Krause, and Navigant Consulting. He has also worked for KPMG as a manager for over seven years. Recently, he assisted in developing an annual DCAA conference seminar, conducted training for Federal Publication Seminars, held webinars with clients and prospects on various government contract compliance matters, and served as a member of the National Defense Industry Association Contract Finance Committee in charge of regulatory and legislative updates.

He has assisted contractors and their outside counsel to resolve disputes arising under the Federal Acquisition Regulation, Cost Accounting Standards, Truth in Negotiations Act, and other accounting-related rules and regulations, and conducted independent forensic accounting investigations to evaluate allegations of fraud, accounting errors and irregularities, cost mischarging and defective pricing.

Chad Braley, CEO and Founder

Professional Experience: Chad serves government contractors ranging in size from small businesses to Fortune 100 companies with full contract lifecycle support in the areas of accounting, contracts, compliance and training.  His clients work in a wide range of industries, including aerospace, biotech and life sciences, defense and homeland security, education, energy, health care, information technology, intelligence and manufacturing.  Chad has successfully supported clients in developing and implementing compliance controls, policies, processes, and procedures to successfully mitigate the risk of regulatory noncompliance and has helped more than 250 companies successfully complete government audits.  He has also assisted numerous clients in resolving allegations of non-compliance and supported his clients in claiming over $50 million of additional costs to which they were entitled.  Chad has extensive experience in Cost Accounting Standards and has helped companies develop their CAS Disclosure Statements, change cost accounting practices, develop cost impact statements and defend against allegations of noncompliance.

Education
Mr. Braley graduated from the Williams School of Commerce at Washington and Lee University with a Bachelor of Science in Commerce, with a Business Administration major.

William Keating
William J. Keating has over 35 years of consulting experience, and is a government contracts expert with a strong background in accounting, business systems and compliance advisory for aerospace and defense clients, and other government contractors.
Bill’s areas of expertise include Federal Acquisition Regulation (FAR), Federal Agency FAR Supplements, Office of Management and Budget (OMB) Super Circular, Cost Accounting Standards (CAS), and Federal Supply Schedules. He has advised organizations on government audits, business systems compliance, claims preparation, contract disputes and investigations. 
Professional Experience: Bill serves various business sectors, including aerospace and defense, information technology, construction and engineering services, nonprofit organizations, and other industrial and service industries.  Bill provides support for U.S. government contract and grant issues, as well as accounting and auditing matters. Bill has experience with international clientele in Europe and Asia. He has led several, large-scale compliance and operational process improvement projects focused on the special requirements of government contracting, such as: contract cost accounting and reporting, billing, procurement, pricing and estimating.
Earlier in his career, Bill was the Managing Partner of the Government Contractor Advisory Services practice at KPMG. He also served as a senior executive of Government Contracts practices at other international accounting firms including PricewaterhouseCoopers (PwC). He has worked in industry at a major defense systems integrator. Bill began his career in the Federal government in the Defense Contract Audit Agency and the Inspector General's Office of the General Services Administration.
