Janine S. Benton, Esq. is a member of the Firm Benton Potter & Murdock, P.C. and advises clients in many areas including federal and state contract formation, including legal review of requests for proposal, requests for quotes and invitations for bids, Sole Source contracts, Other Transactions Authority contracts, subcontractor and prime contractor disputes, small business, 8a and SBA issues including minority-owned and women-owned business set-asides and GSA schedule contracts among many related matters.
Prior to co-founding Benton Potter & Murdock, Ms. Benton chaired the Government Contracts Group at Albo & Oblon, LLP, and practiced law with the Government Contracts & Technology Group at Epstein Becker & Green, P.C.
Ms. Benton is a frequent lecturer and author on issues related to procurement, corporate law, and other matters. Ms. Benton is listed in “Who’s Who in American Law” & “Who’s Who of American Women”.
Ms. Benton holds a Bachelor of Arts from Binghamton University and a Juris Doctor from the George Mason University School of Law (Deans Scholar, Assoc. Editor of Law Review)
Terry A. Carlson is a Principal in the Consulting Practice of KTE Consulting, a Washington, DC area firm. His practice entails advising clients on the application and interpretation of rules, regulations, guidelines, and cost accounting standards applicable to government contractors. Mr. Carlson also provides advice on the development and deployment of strategic and tactical systems to assist contractors to successfully perform the functions of program management, risk management, and contract administration at program and corporate levels.
For 20 years, Terry was President of his own firm, T.A. Carlson & Company, providing consulting services to the contracting community. Prior to establishing his own firm, he was a Professor of Financial Management at the Defense Systems Management College. He also served as a manager in the Government Contractor Advisory Services department of a major international accounting firm. Mr. Carlson served as an assistant professor of accounting at Villanova University, where he taught courses in accounting and management information systems.
Terry has also served as a Staff Finance Consultant for a major defense contractor, where he assisted in proposal preparation, developing divisional budgets, and responding to Defense Contract Audit Agency queries. He also served as an auditor with the Defense Contract Audit Agency where he was responsible for evaluating contractor submissions to ensure that they were prepared in accordance with applicable regulations and standards.
John M. Murdock, Esq. is a Member of the Firm, Benton Potter & Murdock, P.C. and has represented clients in litigation, including class action litigation, in more than 21 states, the District of Columbia, Puerto Rico and the Virgin Islands, before state and Federal courts, administrative agencies, and private arbitration and mediation tribunals in a variety of matters. Mr. Murdock represented clients in the government contracting, health care, service industry and commercial insurance arenas with extensive experience in matters regarding bid protests and other government contractor disputes, false claims qui tam law suits and numerous related issues.
Prior to joining Benton Potter & Murdock as a principal partner, Mr. Murdock was a partner in the litigation and health law practices of the Washington, D. C. office of Epstein, Becker & Green, P.C. Mr. Murdock has also served as an in-house counsel to the Travelers Insurance Companies in Hartford, Connecticut, and as a litigator with the law firm of Robertson, Notarius & McNeil in Arlington, Virginia.
He has been an adjunct professor of law at the Washington School of Law at American University, where he taught a course entitled Health Care Litigation and Dispute Resolution.
Mr. Murdock holds a Juris Doctor from Vanderbilt University School of Law, 1985 and a Bachelor of Arts from Williams College, 1981.
Kathy C. Potter, Esq., MPH, MBA is a Member of the Firm, Benton Potter & Murdock, P.C. Ms. Potter advises clients on matters involving government contract bid protests, regulatory compliance, teaming agreements and suspension and debarment. Ms. Potter also advises clients on regulatory compliance with various health care regulations and Medicare reimbursement and fraud and abuse and civil litigation.
Before co-founding Benton Potter & Murdock, Ms. Potter was Special Counsel to Albo & Oblon, LLP, and practiced in the Health Care and Life Sciences group at Epstein Becker & Green, P.C.
Ms. Potter is a frequent lecturer on health care and employment matters.
She holds a Master of Health Care Administration, University of Maryland University College, a Master of Business Administration, University of Maryland University College, a Juris Doctor from George Mason University School of Law, Second-Place and a Bachelor of Arts from Georgetown University.
