The Organizational Conflicts of Interest Workshop will provide an in-depth analysis of both OCI theory and OCI practice. The workshop will first analyze different types of OCI's, regulatory provisions in the FAR and DFARS, and the extensive and evolving case law from the GAO and courts.
The next part of the workshop will be unique-it will provide practical, hands-on guidance to contractors (and counsel who advise and assist them) so that they can understand and address OCI issues in order to maximize business opportunities, makes wise business choices, and avoid wasting Bid and Proposal resources on lost causes, and as well as to government agency procurement officials who want to understand how they can identify and resolve OCI's. The workshop will provide examples, case-based discussion scenarios, and take-home materials that contractors can adapt and use.

Fred W. Geldon
Fred W. Geldon was formerly Counsel for EDS U.S. Government Solutions, the business unit of Electronic Data Systems Corporation that performs contracts with agencies of the United States Government. As Counsel, Mr. Geldon handled and supervised legal matters involving EDS’ federal government customers. He regularly represented and counseled EDS contract administrators and business units concerning all aspects of government contracts including bid preparation, bid protests, contract and regulatory interpretation, claims, terminations, compliance, and disputes.
Mr. Geldon began his legal career in 1973 as a law clerk to the Honorable William B. Bryant, Judge of the United States District Court for the District of Columbia. From 1983-1985 he served as an Assistant Director of the Environmental and Occupational Disease Litigation section of the Torts Branch, Civil Division of the Department of Justice, where he helped to supervise the nationwide asbestos litigation involving the United States. In addition to his Government service, Mr. Geldon spent eleven years in private practice as a partner in Leva, Hawes, Symington, Martin & Oppenheimer and Janis, Schuelke & Wechsler, where he specialized in government contracts counseling, claims and litigation, energy and environmental law, and commercial litigation.
Mr. Geldon has practiced before the United States Supreme Court, the U.S. Court of Federal Claims, District Courts for the District of Columbia and West Virginia (N.D.), the Armed Services Board of Contract Appeals, the General Services Administration Board of Contract Appeals, the General Accounting Office, the Federal Energy Regulatory Commission, the International Trade Commission, the Veterans Administration, and the Department of Labor.
