Jessica Abrahams, Partner:
Ms. Abrahams has extensive experience on a full range of contracts matters including; bid protests, civil false claims, compliance issues and internal controls, contract administration, small business issues, Cost Accounting Standards (CAS), cost and pricing issues, subcontracting, teaming agreements, Foreign Corrupt Practices Act, export controls, internal investigations, fraud disclosures, licensing agreements, suspension and debarment, terminations, trade secret issues, domestic security requirements, trade compliance and FOCI. Ms. Abrahams has litigated matters, including bid protests and other complex litigation and related discovery proceedings before the Federal District and Appellate Courts, the U.S. Court of Federal Claims, the Boards of Contract Appeals, the Government Accountability Office, and various federal administrative tribunals.

Tami Lyn Azorsky, Partner:
Ms. Azorsky is a recognized authority in product liability, occupational and environmental exposure, and environmental litigation. She routinely represents regulated businesses and government contractors in trials and appeals of class actions, mass torts, and environmental matters. Her environmental practice includes existing and emerging issues. Ms. Azorsky frequently defends companies facing personal injury, property damage and natural resource damage claims arising out of distribution of products or contamination of air or ground and surface water by a wide variety of industry chemicals, including PCBs, TCE, mercury, arsenic, chromium, perchlorate, and radioactive materials. In addition to litigating, Ms. Azorsky counsels government contractors attempting to comply with environmental regulations. More than 20 years of experience has provided Ms. Azorsky with the skills to advise corporate executives on navigating often contradictory government contract and environmental requirements. She is also well positioned to counsel clients on best practices to satisfy government customers or regulators in a way that avoids the situations that may lead to litigation.

Jason “Jay” Carey, Partner:
Mr. Carey routinely provides counseling on compliance with government contracting laws and regulations including the Buy American Act; the Small Business Act and other small disadvantaged business issues; Federal Acquisition Regulation and FAR Supplement requirements and standard clauses; the Truth in Negotiations Act and defective pricing; Freedom of Information Act and reverse FOIA issues; teaming arrangements and joint ventures; novations; subcontracts; and equal employment opportunity requirements. He has also advised clients on compliance with the Foreign Corrupt Practices Act and export control laws and regulations. Mr. Carey regularly represents government contractors in bid protests before the Government Accountability Office and the Court of Federal Claims. He also litigates government contracts claims before federal and state courts and boards of contract appeals.

Geraldine Edens, Partner:
Ms. Edens practices in areas involving environmental litigation, regulatory matters and issues regarding law and science. She has extensive experience counseling clients and litigating issues under the CAA including NESHAPs, mobile source regulation, Title V permitting, and New Source Review, as well as issues involving climate change, energy efficiency, and alternative energy. Her additional environmental litigation experience includes numerous cases brought under the National Environmental Policy Act, Superfund contribution actions; a Clean Water Act contaminated sediments enforcement case, and bringing and defending environmental claims in bankruptcy, including litigating In re: National Gypsum Co., the first ever bankruptcy estimation of remedy costs under Superfund.

Peter Gray, Partner:
Mr. Gray works on a broad range of environmental matters, including disputes over responsibility for cleanup of contaminated property, challenges to state and federal environmental regulations, enforcement cases involving hazardous materials, arbitration in data compensation claims involving pesticide data submissions, and climate change planning and advocacy. In addition to his environmental litigation practice, Mr. Gray has a diverse Washington, DC-based regulatory practice in which he regularly represents clients before numerous federal agencies, such as the Environmental Protection Agency and the Department of Transportation, and counsels clients on hazardous materials management, release reporting requirements and climate change.

John “Jack” Horan, Partner:
Mr. Horan concentrates his practice in government contracts, civil fraud, and white-collar criminal defense. He regularly counsels clients on all aspects of federal, state and local government procurement and grant law and represents contractors in the prosecution and defense of bid protest cases in federal and state forums and before the federal agencies. Mr. Horan has extensive experience in corporate compliance programs, internal investigations, and representing clients in government investigations. He has drafted and reviewed corporate compliance programs for numerous government contractors and other businesses and routinely conducts internal investigations of fraud, violations of government security requirements, employee kickback schemes, theft of corporate and government property, Foreign Corrupt Practices Act violations, and violations of import and export laws. Mr. Horan also represents clients in suspension and debarment proceedings brought by federal agencies.

Fred Levy, Partner:
Mr. Levy has extensive experience in government contracting and compliance with an emphasis on civil False Claims Act/qui tam actions. His practice spans the spectrum of issues that arise from the negotiation, award, performance and termination of contracts. Mr. Levy's particular focus is the resolution of complex compliance and ethics issues. He has represented and advised numerous corporations under investigation by the government or in the conduct of internal investigations, particularly in the areas of program fraud and export controls. Mr. Levy has conducted numerous internal investigations on behalf of corporate clients and has investigated allegations involving program fraud or export issues. He also has advised corporations in voluntary disclosures to a variety of federal agencies. Related to his work involving program fraud, Mr. Levy counsels clients in the area of contractor "responsibility." He routinely works with clients to develop and implement contractor ethics and compliance programs which meet the standards of the Federal Acquisition Regulation, Federal Sentencing Guidelines, and Sarbanes-Oxley, and regularly conducts ethics and compliance training. He also represents contractors and individuals who have been suspended or proposed for debarment.

Michael Scheininger, Partner:
Mr. Scheininger focuses on the defense of business crimes and civil fraud with a particular emphasis in the areas of government procurement and health care. He regularly represents clients in false claims act lawsuits and civil fraud investigations on issues such as alleged defective pricing and overcharging the government in violation of the Federal Acquisition Regulations and CAS. Prior to joining MLA, Mr. Scheininger served as an Assistant United States Attorney for the District of Columbia.

Jason Workmaster, Partner
Mr. Workmaster focuses his practice on government contracts-related litigation, including civil False Claims Act cases, bid protests, and contract disputes. He has represented a host of clients in these types of cases in U.S. District Court, the U.S. Court of Federal Claims, and the Government Accountability Office. Mr. Workmaster routinely represents prospective or current GSA Schedule contractors with regard to their pricing disclosures and contract compliance. Outside of the litigation context, he has assisted clients with drafting teaming agreements and subcontracts and with conducting due diligence reviews and internal compliance investigations.
