Alex Tomaszczuk
Alex Tomaszczuk, a Pillsbury Government Contracts & Disputes partner, is repeatedly recognized by Chambers USA as an authority on government contracts and disputes litigation.
Alex litigates high-dollar value government contract claims and bid protests, and handles internal investigations related to a wide range of compliance issues. James Gallagher
Jay Gallagher, a Pillsbury Government Contracts & Disputes senior partner, is a nationally renowned litigator, particularly on all types of government contract financial and cost issues.
Jay has represented government contractors, including the largest aerospace companies, for more than three decades in contract financial disputes; civil and criminal fraud investigations and litigation; and defective pricing, terminations, claims, breach of contract and cost allowability matters. Jay has served as lead counsel in more than three dozen False Claims Act and qui tam cases, two of which resulted in favorable Supreme Court decisions.

Jason Workmaster
Jason Workmaster is Of Counsel, Covington and Burling LLP. Jason Workmaster focuses his practice on government contracts-related litigation, including civil False Claims Act (FCA) cases, contract disputes, and bid protests. He has represented a host of clients in these types of cases in U.S. District Court, the U.S. Court of Federal Claims (COFC), and the Government Accountability Office (GAO).
A nationally recognized leader on FCA issues, Mr. Workmaster has appeared on NBC’s The TODAY Show and Canadian TV’s National News to discuss the highly publicized FCA case against the cyclist Lance Armstrong. Mr. Workmaster is also recognized as an expert on the General Services Administration (GSA) Schedules program. He regularly lectures on the schedules and appears on Federal News Radio to discuss issues related to the Schedules.

Jerald Howe
Jerald S. Howe, Jr. is a Leidos executive vice president and the company’s general counsel. Howe has responsibility for legal, contracts, corporate governance, environmental health and safety, and administrative oversight of the ethics and compliance and internal audit functions. He joined Leidos in July 2017 after serving as partner at Fried, Frank, Harris, Shriver & Jacobson LLP (Fried Frank) where he was a member of the firm’s government contracts, mergers and acquisitions (M&A), and aerospace and defense practices.

Mr. Howe currently serves as a moderator for the Aspen Institute, co-founder and treasurer of No Labels, and board member of USO Metropolitan Washington-Baltimore. He is a past president of the Federal Circuit Bar Association and past chair of the Washington Space Business Roundtable.
Michael Rizzo
Michael Rizzo, Pillsbury’s Government Contracts & Disputes practice co-leader, has represented defense contractors, design/build firms, transportation and technology companies in multimillion-dollar, precedent-setting cases.
Michael defends lawsuits filed under the Civil False Claims Act; resolves contract disputes before the ASBCA, the CBCA, California federal and state courts, and in arbitration; and handles termination disputes at the federal, state and local government levels. He crafts comprehensive government contracts compliance programs designed to reduce clients’ future exposure and legal expenditures. Additionally, Michael represents clients under investigation for alleged quality assurance and pricing improprieties and is experienced in handling internal investigations.

Thomas Humphrey
Thomas P. Humphrey is a senior counsel in the Washington, D.C. office of the law firm of Crowell & Moring. He represents clients in a wide variety of government contracts matters, including bid protests, False Claims Act and qui tam litigation, and investigations of potential criminal matters. Thomas focuses on handling computer, telecommunications, and health care bid protest litigation before the GAO and various trial and appellate courts.
He is active in the Bid Protest Committee of the Public Contract Law Section of the American Bar Association, and served for many years as a vice-chair of a committee of the Litigation Section of the American Bar Association. He has been named one of the top lawyers in the government contracts field by Chambers USA.

W. Jay DeVecchio
W. Jay DeVecchio is a litigator and former Co-Chair of Morrison & Foerster’s Government Contracts and Public Procurement practice. He is recognized a leader in the field of intellectual property rights in government contracts, a subject on which he has testified as an expert and teaches nationwide. More broadly, clients from the aerospace, technology, and health care sectors seek his representation in all facets of government procurement law, from bid protests to complex claims and disputes through suspension and debarment. He also represents clients in related issues such as criminal and civil fraud, qui tam actions, and internal investigations.
Since 2005, Mr. DeVecchio has been named a leading national practitioner in Government Contract Law by Chambers USA. His litigation successes include defeating a major qui tam action in a jury trial, prevailing in one of the largest defective pricing appeals tried to date, enjoining the Department of Defense for an improper debarment, winning the leading case on latent defects in government contracts, and achieving victory in the Eleventh Circuit's decision on false claims immunity for Medicare contractors.
